Thank you for your active support of and involvement in the 10th International Cybersecurity Symposium at Keio University. We have grown with and been nurtured by you to achieve this double-digit celebration of this event. In response to the new normal in our global human society that has been challenged by the unprecedented novel coronavirus, COVID-19, we will for the first time conduct our symposium completely virtually. This global human-to-human virus pandemic gives us an opportunity to think not simply about recovering from the virus, but also about becoming a more resilient global society. The same is true for the cyberspace virus pandemic as we learn how to control it, so that human beings can rely on cyberspace for day-to-day healthy and productive activities. Deterrence and trust are two critical concepts to explore during this symposium. Deterrence in the cyber realm is taking on greater importance. The United Nations has been discussing disarmament and deterrence in cybersecurity arena with norms, rules, and behavior. The United States’ Cyberspace Solarium Commission’s final report promoted layered cyber deterrence as a whole-of-nation strategy. Trust is also critical to successfully addressing the cyber pandemic. Now is the time to expand our trusted relationships from one-on-one, or even multilateral, to a trusted global society. In our Symposium, we will discuss resilient solutions that can be positive "contagions" to better create a global trusted environment. Our discussion themes will include Data Free Flow with Trust (DFFT), International Mutual Recognition of Trust (IMRT), trusted new technologies, as well as policies and best practices within 5G, artificial intelligence, privacy, and the internet of things to can help establish trust. We will also discuss how to shed light on the pandemic of cyber viruses and threats in order to collectively contain and isolate them so people can safely and freely communicate. Throughout the five (5) days of the global virtual online symposium, we will have a series of keynote speeches, keynote panels, specialized speeches and panels, in-depth analysis, and insights to highlight the best international practices to establish mutual trust and deterrence. We will bring together key countries and regions to identify directions in cybersecurity and trust in Japan, the US, the UK, the EU, Australia, and Israel. We will benefit from international joint research and policy and education initiatives shared by the INCS-CoE partners and others. In addition to the familiar faces at previous symposiums, we are expanding our global community to discuss these important cybersecurity topics. Please join us for these exciting discussions in the virtual atmosphere.
