EU-Japan-U.S. International Digital Trust Workshop

This is the 4th EU-Japan-U.S. International Trust Workshop hosted by Keio Cyber Security Research Center. We organized 2 times in Tokyo and once in New York City in the past. We are continuously making progresses in International Digital Trust Services and International Mutual Recognition through virtual online workshop.

Key background related with International Digital Trust include: EU-Japan Economic Partnership Agreement on February 1, 2019; U.S.-Japan Digital Trade Agreement promulgated on December 13, 2019; UK–Japan Comprehensive Economic Partnership Agreement (CEPA) on January 1, 2021.

From Japan’s perspective, the key drivers of discussions are D.F.F.T. (Data Free Flow with Trust), which former Prime Minister Abe coined the term at World Economic Forum at Davos on January 23, 2019, and forth-coming Digital Agency establishment on September 1, 2021 along with the Data Strategy and Trust.

The EU has already established eIDAS (electronic IDentification, Authentication and trust Services) regulation on the transactions in the European Digital Single Market, while started testing the trusted third countries like Japan. Some practical level working groups are also formed with the experts such as IMRT-WG (International Mutual Recognition of Trust - Working Group) for technical and practical aspects towards implementation.

The U.S.-Japan perspectives, there are practical dialogues started with trusted digital identity and authentication by using existing technical components including FIDO (Fast IDentity Online), derived PIV (Personal Identity Verification) applications, whether these schemes can be applicable to Japan’s My Number card and the systems.

In this Workshop, we invited distinguished speakers and thought leaders including: EU Commission/DG CONNECT, ETSI/ESI (European Telecommunications Standards Institute/Electronic Signatures and Infrastructures), Japan’s Cabinet Secretariat, JDTF (Japan Digital Trust Forum), U.S. NIST (National Institute of Standards and Technology) among others.

Our discussion themes include international-regional-national policies, technical proof of concepts in the EU-Japan, DFFT, IMRT for potential implementations for bilateral to multilateral schemes.

Throughout the workshop for three (3) days, 2 hours each, we have keynote speeches, expert speeches, panel discussions inviting from Europe, U.S., and Japan. In order to address global audience online, here are the baseline timing:
